PANAJI: The CPIE India (Centre for Promoting Indian Economy) is set to conduct a Survey and Poll across the length and breadth of Goa to identify the “Cleanest Constituency” in the State, with the results scheduled to be announced on 2nd October 2026, on the occasion of Gandhi Jayanti. The survey and poll will commence from Thursday, 24th September, 2026.
The initiative is intended to assess the overall cleanliness, garbage collection and disposal and waste-management situation across Goa’s Assembly constituencies while also examining the contribution and involvement of the respective MLAs towards maintaining cleaner, healthier and more environmentally responsible constituencies and environments.
Goa already has a state-level institutional framework for solid-waste management. The Goa Waste Management Corporation (GWMC), established under the Goa Waste Management Corporation Act, 2016, is responsible for activities relating to waste management and the development of waste-treatment facilities. Purpose of the Survey & Poll
The primary purpose of the CPIE India initiative is to identify the constituency that demonstrates the strongest overall record in keeping public spaces, roads, villages and other areas clean and managing waste effectively under the guidance and responsibility of the local MLA.
The survey will also examine the role and contribution of the respective MLA in achieving this objective. The intention is not merely to assess whether garbage collection exists, but to look at the broader cleanliness environment within each constituency and the extent to which elected representatives have been involved in addressing cleanliness and waste-management concerns.
The initiative will consider both formal waste-management arrangements and the situation visible on the ground. This includes the collection, transportation, segregation, treatment and disposal of different categories of waste. Goa’s existing waste-management system includes door-to-door collection and mechanisms for handling dry waste, with GWMC stating that collected dry waste is taken to material recovery facilities for segregation, recycling and further processing. Methodology
As part of the Survey & Poll, CPIE India will consider several criteria while assessing each constituency.
First, the survey will examine whether the constituency has a formal garbage collection and disposal system. This will include consideration of the availability and functioning of waste-treatment facilities, incinerators, material recovery facilities or other comparable processes for handling waste.
Second, the survey will look at whether garbage is seen strewn along roads and other public areas. For this purpose, earlier photographs, videos and relevant content appearing on social media will also be taken into consideration, allowing the assessment to consider conditions over a period of time rather than relying solely on a single day’s observation.
The management of dry waste, including plastic, glass and other non-biodegradable materials, will also form part of the assessment. Existing government information indicates that dry waste from village panchayats can be collected and transported to GWMC material recovery facilities, where recyclable and non-recyclable fractions are separated and processed. Third, CPIE India will examine the MLA’s involvement in keeping the constituency clean and garbage-free, including initiatives, interventions and efforts aimed at improving cleanliness and waste management.
Public Participation
Public feedback will form an important component of the exercise. Those wishing to participate and share their views can leave their name, constituency and message in the comments section below the article (article/post on IndyaTv.in) or on the CPIE India Facebook page. Fake or mass, multiple inputs aimed at rigging the process will be disqualified. The CPIE India uses AI-based software and highly sophisticated algorithms to process social media inputs and to process and weed out fakes and multiple entries. Participants in the survey must have an active and genuine Facebook profile to qualify to be considered for the survey.
CPIE India will consider 50 public views per constituency, whether supporting or expressing concerns about the cleanliness record of that constituency.
In addition to public responses, the assessment will take into account feedback from tourists, influencers, media reports and observations made by CPIE India’s internal team.
The methodology is therefore designed to bring together public opinion, available information, observations and documented evidence. The final findings are intended to provide a constituency-wise picture of cleanliness and waste management and highlight the contribution of elected representatives towards these efforts.
The “Cleanest Constituency” results are scheduled to be announced tentatively on 2nd October 2026 (Gandhi Jayanti), making the exercise an assessment of cleanliness and civic responsibility across Goa’s constituencies. The CPIE India reserves the right to release either part or the entire information and the decision of the CPIE will be final in this matter.
