LUCKNOW: Uttar Pradesh’s rural economy is closely tied to agriculture, making access to affordable and reliable energy critical for farmers, small businesses and rural households. As the state looks to modernise agriculture and create new sources of rural income, solar energy is emerging as more than an alternative source of electricity. It could become an important tool for reducing farming costs, improving productivity, creating jobs and strengthening village economies.
The scale of the opportunity is already becoming visible. According to the Economic Times, more than 86,128 solar pumps have been distributed to farmers in Uttar Pradesh under the PM-KUSUM scheme. Solar-powered irrigation can reduce farmers’ dependence on diesel and conventional electricity while lowering the cost of pumping water.
For farmers, the economics of irrigation are particularly important. Diesel-powered pumps expose cultivators to fluctuating fuel prices, while conventional electric pumps depend on the availability and quality of grid power. Solar pumps, once installed, use sunlight as their primary energy source and can provide farmers with greater control over irrigation. The national PM-KUSUM programme specifically supports standalone solar agricultural pumps of up to 7.5 HP in areas where grid electricity is unavailable.
The impact can go beyond simply reducing the cost of irrigation. More dependable access to water can allow farmers to improve cropping patterns, cultivate higher-value crops and potentially increase the number of cropping cycles. In regions where irrigation has traditionally been constrained by unreliable electricity or expensive diesel, solar-powered systems could therefore contribute to higher and more predictable farm incomes.
There is also an emerging opportunity for farmers to become energy producers. Under appropriate PM-KUSUM components, solarisation of agricultural pumps and grid-connected renewable-energy systems can enable surplus electricity to be supplied to distribution companies. This creates the possibility of agriculture generating two forms of income—through crops and through energy.
Uttar Pradesh has already introduced additional support to encourage this transition. Under the state’s PM-KUSUM implementation, additional subsidies are available for different categories of farmers, with particularly high support for certain disadvantaged groups. Such financial assistance can reduce the upfront cost, which remains one of the biggest barriers to solar adoption among small and marginal farmers.
Recent developments in districts such as Prayagraj illustrate the potential. The Times of India reported that the district achieved its PM-KUSUM target for 2025-26, with farmers receiving substantial financial assistance towards solar installations. The scheme has been credited with reducing irrigation costs, while farmers can also potentially sell surplus electricity to power distribution companies.
Solar energy can also stimulate a wider rural business ecosystem. As installations increase, demand will grow for technicians, electricians, maintenance workers, equipment suppliers and local service providers. Rural youth could be trained in installation and maintenance, creating employment opportunities close to home and reducing dependence on migration to cities.
The benefits could extend beyond agriculture. Solar power can support rural cold-storage facilities, milk collection centres, food-processing units, irrigation systems, schools, health centres and small businesses. Reliable decentralised electricity can make it easier for entrepreneurs to establish enterprises that depend on refrigeration, machinery, communications or digital equipment.
Women-led rural enterprises could also benefit. Uttar Pradesh is already seeing increasing participation of women in organised rural economic activities, including dairy farming. Affordable and dependable solar electricity could support activities such as milk chilling, food processing, tailoring, handicrafts and small-scale manufacturing, potentially helping rural households diversify their income sources.
However, experts and policymakers will need to ensure that the solar transition is implemented sustainably. Financing, after-sales service, equipment maintenance and farmer awareness will be as important as installing solar panels. Solar pumps can also increase access to irrigation, making responsible groundwater management essential in water-stressed areas.
At the state level, Uttar Pradesh has set an ambitious solar-energy agenda. Its Solar Energy Policy 2022 targets 22,000 MW of solar power projects by 2026-27, signalling the importance the state attaches to renewable energy.
The larger national experience also shows that policy implementation matters. Reuters has reported that India’s rooftop-solar programme has faced challenges involving financing, documentation and coordination between banks and utilities. Similar issues will need to be addressed in rural solar programmes to ensure that potential benefits reach small and marginal farmers rather than remaining concentrated among larger consumers.
For Uttar Pradesh, the opportunity is therefore much larger than replacing diesel pumps with solar panels. Done effectively, solar energy can reduce agricultural input costs, improve irrigation, create rural employment, support village enterprises and open a new source of income through energy generation.
The transformation of Uttar Pradesh’s rural economy will ultimately depend on how effectively technology reaches the farmer. If solar power is combined with affordable finance, reliable maintenance, responsible water management and strong local training networks, the state’s abundant sunlight could become an important economic resource—helping villages move from being consumers of energy to becoming producers of both food and clean power.
